Duties

Serve as the S1 Human Resources Specialist (Military) within the U.S. Army Futures Command Support Battalion (AFCSB), a composite battalion consisting of military, DA civilians, and contractors. Monitor the execution and implementation of the Department of Army policy on military HR services programs within Headquarters (HQ), AFC, AFCSB, and subordinate elements. Analyze military HR management issues and problems and develops recommendations and alternative solutions. Manage the Social Roster, Alert Roster, OER, NCOERs, EERs, time cards, leaves, calendars, and awards tracking systems. Provide technical advice concerning regulations, policies, practices, and theories as they pertain to military personnel management programs such as officer/enlisted promotions, evaluations, and PERSTEMPO, military retirements and leave programs. Serve as a point of contact for promotions and evaluations action policies and procedures, and assist in decisions on conflicting promotion issues based on interpretation of regulatory guidance.

To qualify at the GS-09 Level: Specialized Experience: One year of specialized experience which includes: 1) Serving as a technical consultant on military personnel management programs such as officer/enlisted promotions, evaluations, PERSTEMPO, military retirements and leave programs; 2) Reviewing and analyzing Agency publications and MILPER messages associated with military personnel management programs; AND 3) Utilizing military human resources databases and systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management, Business Administration, Law. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify at the GS-11 Level: Specialized Experience: One year of specialized experience which includes 1) Providing military personnel management advisory service that includes, but is not limited to: Military Personnel Actions, Rating Schemes, Leaves and Passes, Benefits, Military Pay, Officer/Enlisted Separations, Military Awards; 2) Assisting in the analysis of problems or operating issues related to military personnel management programs; AND 3) Utilizing military human resources databases (e.g. Electronic Military Personnel Office (eMILPO)). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management, Business Administration, Law. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. To qualify at the GS-12 Level: Specialized Experience: One year of specialized experience which includes 1) Managing and coordinating military personnel management programs that include, but is not limited to: Military Personnel Actions, Rating Schemes, Leaves and Passes, Benefits, Military Pay, Officer/Enlisted Separations, Military Awards; 2) Identifying and analyzing problems or operating issues related to military personnel management programs; AND 3) Utilizing military human resources databases (e.g. Electronic Military Personnel Office (eMILPO)). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsManages and Organizes InformationPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7/9/11).
