You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST (SECTION MANAGER) of the TEST OPERATIONS AND EQUIPMENT SECTION or PROJECT EXECUTION & FUTURES SECTION in the STRATEGIC MUNITIONS & MATERIALS ANALYSIS BRANCH of the SPECIALIZED MUNITIONS DIVISION in the SPECIAL WARFARE & EXPEDITIONARY SYSTEMS DEPARTMENT of NAVAL SURFACE WARFARE CENTER.
This position is equivalent to the GS-13/14 level.
Duties
You will serve as active participants in the processes and tasking of the sections while also providing first line supervisor administrative duties for section personnel and processes.
You will provide program management in the oversite and review of numerous sections projects.
You will develop, administer, and sustain processes to aid project management and adherence to compliance areas of quality, safety and inventory management.
You will oversee operations related to explosive handling and test, material handling and transportation, and utilization of mechanic and electrical special test equipment.
You will determine required force level and organize section personnel to execute mission tasking, to include leading the recruitment, development, and retention of personnel talent to support mission requirements.
You will collaborate with internal and external partners to accomplish the section mission.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to successfully complete a pre-appointment physical examination.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a current Explosive certification.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-4 (GS-11/12 equivalent) in the Federal service or equivalent experience in the private or public sector analyzing and evaluating explosive materials or munitions project requirements to develop, plan and execute project schedule, milestones and deliverables to improve efficiency and execution of program operations.
