This position is in the Immediate Office of the Director, NIH, and reports to the Manager of the Executive Portfolio Services Group, in the Office of the Executive Secretariat (ES) . Duties

Serve as a Management and Program Analyst within the Executive Portfolio Services Section, and exercises responsibility for responding to inquiries to the NIH Director and other high level agency officials. Manage or serve as back-up for the NIH Director's and Principal Deputy Director's email accounts, with duties to include determining appropriate NIH Institutes, Centers, and Offices or Point of Contact for action or response; Provide triage and facilitate actions and responses. Participate in managing communications with the NIH Director to alert him/her to emails that require his/her personal response or attention. Develop and coordinate meeting preparation materials for the NIH Director and Principal Deputy Director. Participate in special projects covering a broad range of topics including Congressional inquiries and cabinet-level data calls; Consolidate the clearance comments for NIH leadership approval, and submit a coordinated response on behalf of NIH to the requesting agency. Develop proposed solutions/responses to present to the Executive Portfolio Services Group and other ES leadership; Perform in-depth quality control and quality assurance reviews of materials developed. Provide expert analytical and advisory support to the Executive Portfolio Services Section and ES leadership.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

  • Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications

You qualify at the GS-13 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: applying qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of executive correspondence management programs, and presenting findings and recommendations resulting from studies; assisting in studies and analyses to evaluate the effectiveness of policies and procedures related to the management and administration of correspondence services and operations; and assisting in the development of study objectives related to correspondence management operations, and recommending operations solutions to senior management.
