You will serve as a PROGRAM ANALYST in the NROTC STUDENT MANAGEMENT BRANCH of NSTC GREAT LAKES. Salary Range for GS-07: $54,728.00 - $71,148.00 Salary Range for GS-09: $66,942.00 - $87,024.00

Duties

You will perform studies and analysis related to the ROTC midshipmen and STA-21 student programs in order to make recommendations and produce summary reports. You will conduct reviews of midshipmen personnel management matters and tracks findings and identifies any trends that reflect a shortfall in training and/or guidance. You will use data to plan, develop and execute bi-annual large-scale training programs, to include developing the agenda, arranging speakers, training location (in-person or virtual), and topics to improve the performance of personnel. You will monitor, audit and analyze the input of subordinate unit data in a system of record to ensure data is timely, accurate, and in compliance with regulations and policies. You will routinely pull data to identify areas of concern with the data and works with subordinate units to correct discrepancies and to identify the root cause of the discrepancies. You will develop guidance to provide to all units to prevent future issues when trends are identified as well as improving the efficiency of data and paperwork flowing between the organizations.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting reviews of complex ROTC packages ensuring compliance with laws and regulations; 2) Conducting extensive researches for information pertaining to complex and/or unusual ROTC operational transactions and/or patterns; 3) Providing one-on-one training with the organization and ROTC Unit personnel as needed regarding specific processes and organizing other training evolutions as needed throughout the year on new or modified processes; 4) Monitoring, auditing and analyzing data in a system of record to ensure data is timely, accurate, and in compliance with regulations and policies; and 5) Performing studies and analysis related to program management in order to make recommendations and produce reports. GS-07 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Retrieving and using data to respond to a variety of customer, program review and higher echelon inquiries; 2) Researching problems and resolving issues or routing to the supervisor with information setting forth findings; 3) Assisting with quarterly and bi-annual training of personnel; and 4) Utilizing a main data system to perform various actions to include monthly review of data to identify any discrepancies, routinely pulling data to identify areas of concern and running queries and analyzing required data. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-09 Level
  • Successfully completed a master's or equivalent graduate degree, or
  • Successfully completed two full years of progressively higher level graduate education leading to a master's degree, or
  • Obtained an LL.B. or J.D. that is related to the position being filled
