The incumbent serves as a Management & Program Analyst in the Business Management Office (BMO) which oversees all aspects of the school’s business operations including collaborating with stakeholders across FSI and other organizations in and out of government. Serves as expert resource and primary point of contact for all LMS program and management analytical activities, policies and procedures, budget, procurement, contracting and invoicing as well as information technology and data matters.
Duties
Provides expert and authoritative advice to the Dean and Associate Deans of the School on all program and
administrative management processes and procedures.
Monitors and performs continuous reviews of LMS operating procedures to assess effectiveness and
efficiency.
Serves as expert resource for LMS procurement and contracting activities and serves as Contracting Officer
Representative (COR) for a wide range of contracts.
Plans and carries out a wide range of complex analytical assignments concerning LMS budget planning and
execution.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
- Requires a financial disclosure statement, OGE-278.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience managing fiscal or budget programs to improve operational effectiveness.
Experience implementing or developing administrative program and management policies or procedures to streamline work processes.
Experience conducting budget analyses to recommend changes for organizational efficiency.
Experience utilizing automated systems including spreadsheet and graphics software to prepares reports regarding procurement processes and procedures.
Experience establishing new processes for the improvement of business technology budget purchases.
There is no substitute of education for specialized experience for the GS-13 position.
