This is a senior budget analyst position located in the headquarters of the Department of Veterans Affairs Central Office, Office of Management, Office of Budget. The incumbent performs a wide range of analytical duties associated with the planning, programming, formulation, justification, presentation, execution, and review of budgets and budgetary requirements for assigned accounts and/or program areas having financial operational impact across the Department.

Position Description/PD#: Budget Analyst/PD55115A Relocation/Recruitment Incentives: Not Authorized Financial Disclosure Report: Not required Major Duties: This is a senior budget analyst position located in the Department of Veterans Affairs Headquarters Central Office, Office of Management, Office of Budget. The incumbent performs a wide variety of budgetary, administrative, and analytical duties associated with the formulation, justification, presentation, execution, and review of budgets for assigned portfolio accounts as well as a significant number of programs having financial operational impact across the Department. Responsible for executing Department level functions required in the formulation, justification, and presentation of budgets for submission to the Office of Management and Budget (OMB) and the President's Budget to the Congress. Coordinates all aspects of assigned portfolio of budgetary accounts for the three cycles of the Department's budget formulation process: 1) program plans and budget estimates for the Internal budget build; 2) the Department's budget request to OMB; and 3) the President's budget and Congressional budget justifications. Reviews, analyzes, and edits budget estimates and justifications submitted to the Office of Budget for accuracy of technical information and format, mathematical accuracy, adequacy of supporting narrative, justification, and conformance with budgetary policy and guidelines. Develops, prepares and presents briefings reflecting any critical issues in assigned program areas and reviews written responses to questions for accuracy and raises issues where necessary to the appropriate levels.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is defined as thorough understanding of applicable policies, directives and regulations required for budget formulation/justification and execution functions. Reviews, analyzes, edits, and makes recommendations for program reimbursable budget justifications to ensure they conform to Department, OMB and Congressional requirements. Interprets complex legislation and its impact of program budgets, providing guidance and advice to program staff and recommendations to executive and senior leadership. Calculates and analyzes costs to ensure adequate funding levels are available and projections are viable. Performs analysis and provides guidance to senior level staff regarding formulation and execution of assigned program budgets. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed for the most part while seated. However, the incumbent lifts and carries reference books, working papers, and similar items to and from meetings. A moderate amount of standing, walking, metro train, or ride sharing is required in getting to and from meeting places away from the worksite.
