The primary purpose of this position is to serve as a technical advisor, manager, monitor, planner, and integrator to the 613th Air Operations Center for information technology (IT) and telecommunications systems.
Duties
Analyzes requirements and establishes plans of action for planning and implementing IT and telecommunications systems.
Performs as plans and policy advisor to functional users of IT and telecommunications.
Assists with contracting functions and budget preparation.
Attends meetings and presents briefings.

- Work may occasionally require travel away from the normal duty station.

- Recall to duty may be a requirement of this position.
- Member must meet foreign clearance eligibility criteria in order to travel to any location within the Pacific Area or Responsibility or other foreign locations if needed.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Eligible for a Cost-of-Living-Allowance (COLA) which is subject to change without notice.
Qualifications

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one (1) year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes: Application of a wide range of IT and telecommunications principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT and telecommunications operational requirements; Performing feasibility studies, cost analysis review, develop investment plans, and recommend a best course of action along with suitable alternatives; Implementation of the organization's policy and planning formulation process along with its missions, goals, and objectives to prepare IT and telecommunications polices and plans.

EDUCATION: Ph.D or equivalent Doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a Ph.D. or equivalent Doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of IT principles, concepts, and methods.
Knowledge of organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.
Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare budget recommendations in support of IT requirements.
Knowledge of systems architecture, integration techniques and testing methods.
Ability to analyze complexities of existing technology, reviews, revises, and develops policy, initiates plans for enhancements, and provides management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
