Duties
Applies finance and accounting principles, theories, concepts, and practices to ensure that financial management and accounting systems produce accurate results and meet legal and regulatory requirements.
Distributes assignments among team members in accordance with workflow, skill level and specialization. Identify developmental needs of fellow employees in order to facilitate appropriate training to increase proficiency in specific areas.
Works with management analysts, accountants, systems analysts and programmers in establishing requirements for and in the development and implementation of, changes/revisions to automated systems in compliance with policy and regulatory requirements.
Analyzes operating procedures to identify areas of potential non-compliance; explains discrepancies. Meets with organizations to develop corrective measures, explain policy, reporting requirements, and new or proposed regulatory changes.
Reviews a variety of incoming, outgoing, and summary financial reports to ensure the accuracy, reliability, and integrity of financial operations and financial reports submitted operating from operating activities.
Ensures erroneous or unclear data, reports, or documentation are detected and corrected prior to release of final financial reports.
Examines internal control systems to ensure that systems provide for the integrity, accuracy, and validity of reported financial data. Prepares, updates, and implements standard operating procedures to correct deficiencies in internal controls.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11 for the GS-12 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
For GS-12: Specialized experience at the GS-11 grade level is defined as: performing reviews and analysis of financial programs through examination of existing regulations, internal controls, functional requirements, policies and procedures, transactions, or systems outputs to ensure the overall effectiveness and efficiency of finance and accounting operations.
GS-12 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-12, applicants must have served 52 weeks as a GS-11 or higher grade in Federal Service.
Education
GS-12 Substitution of Education for Experience: Education is not substitutable for specialized experience at this grade level.
