About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE.
Duties
Serve as a member of a team performing active operational intelligence gathering and intelligence operations within various operational/geographical areas that may range from neutral to hostile.
Assist senior members in performing mission pre-planning, to include studying the geo-political, social, counter-intelligence, and security climate of the area.
Assist senior members in developing and coordinating ideas and plans related to the safe and secure travel to and from the operational area; insertion; identification and gathering of the necessary/targeted intelligence and dissemination.
Assist in the review and evaluation of all intelligence information gathered/developed upon mission accomplishment; drawing of conclusions; and writing and dissemination of after-action intelligence reports to the requisite parties.
Provide input to senior members of the team on what mission information is appropriate and beneficial for integration into lessons-learned training, and how to present identified real-world scenarios in the most efficient, effective way possible.
Present and conduct HUMINT Category II MSO related course training. Prepare lesson plans, training support materials, and tests.
Instruct students on HUMINT skillcraft, and provide counseling to students to assist them in successful course completion. Develop plans and milestones for the analysis, design and development of courses of instruction.
Develop and revise training products and Programs of Instruction (POIs); provide training expertise to support the development and conduct of training and provide training assistance on course design and training support materials and tests.
Direct or initiate special project efforts, coordinate and chair working groups and decision meetings to handle and resolve issues related to course analysis and crosswalks tasks among MOS and skill levels and ensure necessary training integration.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Two year trial/probationary period may be required.
- Must be willing to work overtime and irregular hours.
- Must be able to obtain and maintain a valid state driver's license.
- Must be willing to work in adverse environmental conditions.
- Must execute a classified information Non-Disclosure Agreement.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

Specialized Experience: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that demonstrates a practical knowledge of HUMINT controlled Military Source Operations (MSO) related activities through the use of HUMINT techniques and methodologies as demonstrated by experience screening of HUMINT sources and documents; conducting Category II HUMINT MSO operations in multiple environments; and instructing and training on HUMINT source operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). Specialized experience is defined as experience with Intelligence Operations to include research, analysis or collections; and experience providing intelligence-related training. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. This definition of quality level of experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11). Specialized experience is defined as: Experience with Counter intelligence operations to include research, analysis or collections AND experience providing Counterintelligence operations related training. NOTE: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. Selective Placement Factor: Per DCHE-M, VOL II 3301.002, eligible candidates must be a graduate of at least one Category II certifying HUMINT course. In order to verify applicants meet the selective placement factor, applicants are required to submit a copy of completed training certificate, DD 214s reflecting completion of the course via block 14 - Military Education, or signed completed Service School Academic Evaluation Report form. Failure to provide a copy of the required certification will result in an ineligible rating.
