A successful candidate in this position will serve as The Public Health and Safety (PHS) Mission Manager for the Office of Nuclear Incident Response, responsible for leading the PHS components of the Office, ensuring Nuclear Emergency Support Team readiness for PHS operations and effective steady-state management and sustainment of the PHS portfolio.
Duties
As a Supervisory Emergency Management Specialist you will:
Provide direct support to the Deputy Directors and Director of the Office of Nuclear Incident Response (NA-84); supervise the day-to-day management of the Public Health and Safety (PHS) mission including coordinating with multiple executive agencies, developing and reviewing operational and program plans as well as coordinating plans throughout the Department of Energy/National Nuclear Security Administration (DOE/NNSA).
Maintain and improve operational readiness and minimizes negative impacts on personnel, environment, and DOE facilities. The incumbent plans, leads, coordinates, and executes the DOE/NNSA Nuclear Emergency Support Team's (NEST) PHS drills, exercises, evaluations, trainings, assessments; and oversees the execution of response activities associated with NEST incidents.
Serve as the recognized technical advisor, providing expert advice on complex PHS readiness requirements, and serve as spokesperson at regional and nationwide meetings, committees and working groups to propose, defend and/or analyze PHS performance criteria. Implement PHS standards, regulations, best practices, training, and procedures.
Serve as an on-call Senior Response Official for DOE/NNSA Nuclear Emergency Support Team field response and home teams, take on-call duty as required, typically for one week each month. Remain prepared to deploy on short notice, to possibly austere environments, and become part of incident command and operational support during an emergency response or exercise.
Qualifications

Experience leading and coordinating with operational staff of federal agencies or state representatives during an emergency management response.
Experience building partnerships and coalitions with federal, state, and/or local partner communities to fully integrate response capabilities.
Experience developing and applying emergency operations procedures and programs.
