This position is part of the National Nuclear Security Administration (NNSA), Office of Continuity Programs and Mission Resilience (NA-43). A successful candidate will serve as Office Director, with responsibility for execution of the Department of Energy (DOE) and NNSA Continuity of Operations (COOP), Continuity of Government (COG), and Enduring Constitutional Government (ECG) programs to advance the National Continuity Policy.
Duties
As a Supervisory Emergency Management Specialist you will:
Provide expert advice to the Associate Administrator and Deputy Associate Administrator of Emergency Management on the effective sustainability of projects to ensure adequacy of continuity and mission resilience programs for which the Office is responsible and impact DOE/NNSA's ability to respond to worldwide events and incidents.
Oversee and direct the planning, development, production, implementation, and validation of changes in relevant continuity program goals, objectives, and criteria in order to successfully implement in a cost-effective manner.
Oversee the development, review, or revision of a variety of material including but not limited to COOP plans, manuals, standard operating procedures and directives.
Represent the Associate Administrator and Deputy Associate Administrator as well as NA-40 at committees, conferences, and meetings with other Federal agencies to address response activities and support.
Direct liaison activities between DOE/NNSA and federal, state, tribal and local agencies; exercises contingency plans with other government organizations; and conducts security operations as directed by NNSA.
Oversee the development and implementation of various qualitative and quantitative measures of DOE/NNSA COOP programs in a variety of functional areas consistent with other federal or industry standards.
Identify specific requirements for funds, work force, material, facilities, telecommunications, and services necessary to support emergency COOP deployment and operations.
Ensure that program accomplishments are evaluated against existing Office of Emergency Management strategic doctrine and that changes are implemented to achieve measurable performance improvement.
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e.,EN-04 (NQ/NN-04 or GS-15 level equivalent). Specialized experience for this position is defined as applying emergency management principles, theories, practices, techniques, interpreting and applying emergency management directives, regulations, policies, standards, and guidance to programs.
Examples of Qualified Experience that May Be Qualifying:
Experience leading experts in the implementation of a continuity program.
Experience consulting management, defending, negotiating, or resolving important issues, such as reaching agreements relative to continuity and mission resilience.
Experience performing research, establishing project plans and analysis on national security, continuity, and mission resilience.
