This position is part of the National Nuclear Security Administration (NNSA), Office of Emergency Operations (NA-44). A successful candidate will serve as Office Director, providing expert advice to the Associate Administrator and Deputy Associate Administrator of Emergency Management on the effective sustainability of projects to ensure adequacy of emergency programs for which the office is responsible and impact DOE/NNSA's ability to respond to worldwide events and incidents.
Duties
As a Supervisory Emergency Management Specialist you will:
Provide expert advice to the Associate Administrator and Deputy Associate Administrator of Emergency Management on the effective sustainability of projects to ensure adequacy of emergency programs for which the Office is responsible and impact DOE/NNSA's ability to respond to worldwide events and incidents.
Oversee and direct the planning, development, production, implementation, and validation of complex programs in support of the DOE HQ Emergency Operations Center.
Assess, develop, prepare, and/or ensure compliance with emergency management laws, directives, policies, standards, regulations, guidance, processes, plans, standard operating procedures, practices, training and/or impact and risk assessments across DOE/NNSA.
Advance and mature strategic relationships across all elements of DOE/NNSA, (HQ and field, federal, and M&O) as well as engage and maintain interagency partnerships and networks.
Provide collaborative support to incidents and emergencies, to include EOC space and emergency communications support to DOE and NNSA stakeholders from various locations across the DOE Comprehensive Emergency Management System.
Plan and monitor short- and long-range mission requirements to ensure that over 30 employees located at headquarter (HQ) and other geographically disperse locations are mission-ready with requisite training and travel readiness and monitors resources for operational readiness by continuously evaluating performance.
Lead the capability within NA-40 to identify, organize, analyze, and report threats and risks to facilities, personnel, infrastructure, the public, the environment, and/or essential records.
Develop and conduct Enterprise-wide emergency operations exercises to further Departmental readiness.
Set strategic direction for the HQ Emergency Operations Center by leading the development of overarching goals and objectives.
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN-04 (NQ/NN-04 or GS-15 level equivalent). Specialized experience for this position is defined as applying emergency management principles, theories, practices, techniques, interpreting and applying emergency management directives, regulations, policies, standards, and guidance to programs.
Examples of Qualified Experience that May Be Qualifying:
Experience leading experts in the implementation of an emergency operations program.
Experience consulting management, defending, negotiating, or resolving important issues, such as reaching agreements relative to emergency operations.
Experience performing research, establishing project plans and analysis on national security and emergency operations.
