This position is part of the National Nuclear Security Administration (NNSA), Office of Policy, Preparedness, and Readiness Assurance (NA-41). A successful candidate will serve as Office Director with responsibility for developing, coordinating, issuing, and administering all DOE and NNSA emergency management policy, technical guidance, and support.

Duties

As a Supervisory Emergency Management Specialist you will: Provide expert advice to the Associate Administrator and Deputy Associate Administrator of Emergency Management on the effective sustainability of projects to ensure adequacy of emergency programs for which the Office is responsible and impact DOE/NNSA's ability to respond to worldwide events and incidents. Direct and lead initiatives, manage or counsel Emergency Management, program(s), component(s), center(s) and activities. Assess, develop, prepare, and/or ensure compliance with emergency management laws, directives, policies, standards, regulations, guidance, processes, plans, standard operating procedures, practices, training and/or impact and risk assessments across DOE/NNSA. Develop, recommend, and coordinate integrated campaign plans with other government organizations, exercise readiness assurance and response to stakeholders. Oversee the verification of the execution of the DOE emergency management program that complies with all applicable directives, regulations, policies, and laws. This includes the direction of staff to assist HQ, field elements, and facility contractors in implementing effective emergency management and continuity programs in compliance with DOE policies. Implement and lead a dedicated readiness assurance program, identify and integrate opportunities to build response capacity and ensure readiness of HQ emergency management team and supporting teams, groups, and structures. Direct the definition and institutionalization of the NA40 Technical Qualification Program (TQP) and other NA-40 wide qualification programs. Lead the enhancement of emergency management readiness and partnerships, and access risk throughout the DOE enterprise, to include the input of DOE and NNSA enterprise-level risk profiles which will inform the level of readiness assurance throughout the enterprise.

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., EN-04 (NQ/NN-04 or GS-15 level equivalent). Specialized experience for this position is defined as applying emergency management principles, theories, practices, techniques, interpreting and applying emergency management directives, regulations, policies, standards, and guidance to programs. Examples of Qualified Experience that May Be Qualifying: Experience leading experts in the implementation of an emergency management program. Experience consulting management, defending, negotiating, or resolving important issues, such as reaching agreements relative to emergency management. Experience performing research, establishing project plans and analysis on national security and emergency management.
