This position is part of the National Nuclear Security Administration (NNSA), Office of Emergency Management. A successful candidate will serve as a Supervisory Emergency Management Specialist, within the Office of Continuity Programs, with responsibility for execution of DOE and NNSA Continuity of Operations (COOP), Continuity of Government (COG), and Enduring Constitutional Government (ECG) programs to advanced the National Continuity Policy.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-03 or GS-14 level. Specialized experience for this position is defined as: applying knowledge and skill in application of advanced principles, practices, standards, and guidelines pertaining to Continuity of Operations (COOP), Continuity of Government (COG), and other programs, policies, and practices related to continued operation of a key and critical National Security (NS) mission in the event of a catastrophic event. Knowledge and skill in application of fundamental and advanced program and project management principles, practices, and standards. Knowledge and skill in application of fundamental and advanced principles, practices, and methodologies of strategic planning. Knowledge and skill in application of fundamental and advanced principles, practices, and methodologies of budget planning, budget execution, and budget tracking and maintenance. Examples of Specialized Experience: Experience leading and coordinating with operational staff of federal agencies or state representatives during an emergency management response. Experience building partnerships and coalitions with federal, state, and/or local partner communities to fully integrate response capabilities. Experience developing and/or interpreting emergency operations theories, practices, techniques, procedures and programs and applying emergency management directives, regulations, policies, standards, and guidance. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.
