The primary purpose of this position is to exercise 1st level supervisory and position management responsibilities over subordinate employees. Directs work activities through subordinates with responsibility for maintaining a current knowledge and guiding subordinate employees to provide advice, accountability, and expertise on a continuous basis.
Duties
Exercises 1st level technical and administrative supervisory personnel management responsibilities for 25% or more of duty time over positions predominantly classifiable in the Logistics Management Series.
Plans work to be accomplished by subordinate employees, sets and adjusts short and long-term priorities, and prepares schedules for completion of work.
Plans, organizes, and oversees the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs.
Participates in special logistics related operation projects and initiatives and performs special assignments.
Represents the organization with a variety of installation and functional area organizations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes knowledge of base logistics processed related to vehicles, cargo and passenger movement, supply equipment, fuel, munitions, personal property, deployment planning and operations, support agreements and war reserve materiel and war reserve material (WRM); independently planning, organizing and overseeing the activities of the organization; developing goals and objectives that integrate organization and objectives; establishing policies and procedures to be accomplished; planning work to be accomplished by subordinates, setting, and adjusting short-term priorities, and preparing schedules. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve problems; and all aspects of support.
2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
3. Ability to plan, organize, and direct, mentor, motivate and appraise the staff of a small to medium sized organization.
4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options
.
5. Ability to utilize AoP concepts and initiatives to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to communicate both orally and in writing.
