About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located This position is located with the US Army Intelligence and Security Command, Acofs, Resource Mgmt., Program And Budget Division, Headquarters, Budget Team at Fort Belvoir / Fairfax / Virginia.
Duties
Interpret regulations for budgetary execution in the Headquarters Budget Execution Division, Assistant Chief of Staff, Resource Management, United States Army Intelligence and Security Command
Analyzes budget estimates and supporting data provided by assigned staff elements.
Provides recommendations to ensure compliance with regulatory, legal limitations and restrictions within the resource programs.
Develops budget estimates for mission support, maintenance, personnel travel, and civilian pay by researching required during the formulation of the annual budget.
Recommends solutions taking in to consideration concepts, principles, and procedures of the federal budget process, INSCOM, Army and DoD regulations, policies, methodology, and precedent setting decisions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top-Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- Position requires approximately 25% travel in the performance of duties.
- All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. The Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
