About the Position: Serves as an Army Emergency Relief (AER) Specialist providing specialized program knowledge in administering AER services by making available loans, grants and referrals to authorized personnel who are in need of financial assistance.

Duties

Interview active duty, retired, authorized reservists, military dependents, and survivors of deceased military personnel, of the Army, Navy, Marine Corps, Air Force and Coast Guard to determine eligibility for financial assistance programs. Assist eligible personnel in the completion of applications for financial assistance. Counsel individuals in an attempt to prevent future financial difficulties. Ensure policies are in place for Army personnel retiring, separating, or being eliminated from services to clear the installation through the AER office to establish repayment schedules for those who have outstanding AER loan balances. Coordinate the Emergency Food Program, Thanksgiving Food Basket Program, and Christmas Food and Toy Basket Programs. Regularly inform the Installation Commander and Unit Commanders of AER policies, procedures, loan status and requirements.

Specialized Experience: One year of specialized experience equivalent to the GS-07 level in the Federal service which includes: meeting with/helping people in need of financial assistance apply for benefits offered by various community service relief programs; counseling individuals on how to avoid future financial difficulties; preparing reports and rerecords using automated systems; providing information briefings to groups of people; coordinating assistance with external community service agencies.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Management, Counseling, or Social Work. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
