The USDA's Foreign Agricultural Service (FAS) links U.S. agriculture to the world to enhance export opportunities and global food security for the expansion and growth of U.S. farmers and ranchers.
This position directs and coordinates the agency's planning, organizational performance, and budgetary functions and serves as a catalyst to form an effective partnership between the process of planning and budgeting evaluation at all levels of FAS.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Advises leadership on long-range budget forecasting and planning.
Collaborates with Budget Execution Branch staff and program area resource managers to obtain and interpret historical budget data for use in developing reasonable future budget estimates.
Develops and delivers written and verbal budget briefings for a wide variety of audiences including FAS senior leadership, USDA, OMB, and Congressional appropriations staff.
Serves as a key member of the senior management team and participates fully in the process of planning new and revised FAS programs and policies.
Handles any employee conduct matters or complaints that arise and informal grievances and ensures formal grievances are processed in accordance with agency regulations and procedures.
Advises on and recommends the agency’s stated mission, vision, strategic goals, and objectives, and the actions.
Monitors the progress of work, including adherence to methods and procedures, and prioritization of the work, including the development of assignments and schedules.
Leads the agency’s strategic planning and organizational performance management efforts in accordance with relevant laws, regulations, and policies.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Mastery level of understanding of the principles of Federal budget development, formulation, justification, and presentation;
Leadership or supervisory experience in planning and organizing work, making sound decisions, and evaluation of work accomplishments;
Experience explaining and/or justifying findings and recommendations to top level agency officials; and
Developing and implementing policies, program alternatives and strategic goals.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
