The primary purpose of this position is to serve as a key technical advisor to the Director of Air Force Requirements interfacing with the Director, Deputy Directors, MAJCOMs and the highest levels of the Air Force, Department of Defense and Joint Staff on behalf of the A5 Director.

Duties

Serves as a key Air Force technical advisor to the Director of HAF/A5, SECAF, CSAF and HAF Deputy Chiefs of Staff and AF representative to the OSD, JCS and Congressional staffs regarding Joint and Air Force requirements generation and validation assessment efforts for the Rapid Global Mobility enterprise. Represents the Director HAF/A5 at the most senior levels in a wide variety of internal and external organizations and groups, to include: Congressional leadership, OSD, OJCS, AF, MAJCOMs, NAFs, and COCOMs as technical advisor to the Director on requirements generation and validation assessment matters. Performs top-level management duties of the Rapid Global Mobility (HQ A5RM) Division with the full scope of responsibilities for directing the activities of the division and assist all facets of the operations and, in the Division Chiefs absence, possess the same authority and prerogatives. Prepares position papers and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.

  • This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

Qualifications

Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery in the application of DOD Planning, Programming, Budgeting and Execution (PPBE) principles and techniques, and the Air Force Strategic Planning and Programming Process. Mastery of systems planning and project management concepts, methods, and practice and management principles and systems sufficient to lead the evaluation of future requirements and to develop a high-level architecture plan to support Air Force and joint mission requirements and to exercise mature administrative and technical judgment in managing programs, resolving complex cross-organizational problems, and developing new hypotheses or fundamental new concepts. Expert knowledge of a wide range of qualitative and quantitative methods for assessment and improvement of critical plans and programs for participating in or conducting strategy initiatives for joint strategic planning decisions. Skill in applying analytical and evaluative methods and techniques to issues or studies concerning the future operating environments and military capabilities. Knowledge of military command structure, missions, strategy, and organizational relationships, the sequence and timing of key events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to inspire, motivate and guide others toward goal accomplishments. Leadership ability, including the ability to coach, mentor and challenge other managers; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness and respect for the individual by applying these values to daily behavior. 2. Knowledge of and ability to apply procedures, requirements, regulations, and policies related to specialized expertise in the work of the agency, including the ability to maintain credibility with others on technical matters. 3. Knowledge of DOD Planning, Programming, Budgeting, and Execution (PPBE) principles and techniques, and the Air Force Strategic Planning and Programming Process, as they relate to the development of Air Force long range plans and the Air Force Program Objective Memorandum. 4. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through other managers. 5. Ability to recognize and analyze problems, conduct research, summarize results and makes appropriate recommendations. 6. Ability to communicate, both orally and in writing; clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
