About the Position: This position supports the mission within the Defense Health Agency (DHA) Facilities Enterprise branch and it is located in Falls Church, VA. Recruitment or relocation incentives MAY be authorized for highly qualified candidates. Salary negotiation MAY be available for those highly qualified candidates who are new to Federal service.

Duties

Serve as a Space Management Specialist for the DHA providing expert assistance on major planning problems and helping to formulate efficient, economical space operations and work management policies, criteria, and procedures for all DHA locations. Develop concept plan and procedures for the control and use of all DHA space. Conduct various detailed facility reviews and inspections to determine facility adequacy. Oversee regulatory guidelines in determining facility space requirements, structural requirements, physical security requirements, personnel safety, operational design, personnel staffing, operating equipment, and facility appearance. Evaluate requests for additional space assignments within prescribed limits for permanent staff and ad hoc groups to determine the necessity for, and urgency of, requests. Analyze and evaluate personnel and equipment needs, present space assignment and maximum utilization, possible reassignment, and rearrangement. Develop and design floor plans, layouts, workflow charts to coordinate work operations with space assignment. Review space requests, project plans, layouts, and construction requirements. Analyze space problems, including construction and alteration projects within prescribed cost limits and space conservation projects, which include significant changes in space layouts. Oversee acquisition procedures, design, construction, outfitting, and transition requirements to include government owned and commercial lease facilities. Assist with associated funding requirements for program operations and maintenance; justify budget requests to higher authorities and control all program expenditures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) coordinating personnel and equipment space requirements with leasing agent stakeholders (i.e., General Services Administration (GSA); US Army Corps of Engineers (USACE); Naval Facilities (NAVFAC); Air Force 502nd Civil Engineer Group; Washing Headquarters Service (WHS)); 2) preparing leasing packages; 3) utilizing knowledge of space management concepts, theories, and principles to draft policies or process documents for a space management program; AND 4) assisting with the development/documentation of lease processes. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
