About the Position: This position is located within the Assistant Director, Resources and Personnel Integration in Falls Church, VA.

Duties
Manage personnel readiness, training, and development issues and develop policies and guidance to enable DHA to fully leverage existing and new human resources flexibilities.
Participate in the development of new programs and evaluation of existing programs with emphasis on efficient utilization of human resources and aid in developing long-range planning with particular emphasis on commitment of headquarters resources.
Provide leadership and planning to DHA on human resource program development and oversee the conduct of studies and recommendations for new or redirected human resource efforts, programs and policies.
Advise on various matters pertaining to mission and resources for facilities and space management and maintenance of DHA infrastructure in a high operational state to include asset management and HQ telecommunications.
Develop and enforce safety policies, programs, goals and objectives in alignment with the mission and functions of DHA.
Manage Principal Level correspondence to include Secretary and Deputy Secretary of Defense decision memoranda and guidance documents, DoD policies and directives, Congressional queries and reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

Specialized Experience: One year of specialized experience which includes supervising mid to senior grade personnel (such as GS-13/GS-14 equivalent); leading the planning, developing, and implementing of projects or programs; advising on federal civilian human resources/personnel programs; and conducting studies on personnel management to determine areas of improvement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
