The primary purpose of this position is to serve as the Deputy Director, Manpower, Personnel, and Resources Directorate, Office of the Air Force Surgeon General, accountable to the Director for the quality & scope of planning, programming, budgeting and executing AFMS resources as well as the recruitment, retention, development, and utilization of the AF Medical Service.

Duties

Plans, organizes, and oversees the activities of the AF Medical Service Manpower, Personnel and Resources Directorate. Exercises supervisory personnel management responsibilities. Represents the AF Medical Service to include the Manpower, Personnel and Resources Directorate with a variety of installation and functional area organizations. Organizes, and manages the activities of the directorate with and on behalf of the director, and serves as the AF Medical Service Senior Civilian. Participates in special projects and initiatives and performs special assignments.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes the following: (1) knowledge of the mission, operating programs and organizational structure of Health Professions functional communities to provide effective leadership as the AFMS civilian career field manager and force development chief; (2) in-depth knowledge of and experience with career field management policies and operating procedures to carryout responsibilities and effectively counsel all AFMS assigned civilian employees on force development; (3) knowledge of and experience with the functions of the AFMS career field, including the skills and training necessary to function effectively as a liaison to AFPC and A1 for the career field. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the mission, operating programs and organizational structure of Health Professions functional communities to provide effective leadership as the AFMS civilian career field manager and force development chief. 2. In-depth knowledge of and experience with career field management policies and operating procedures to carryout responsibilities and effectively counsel all AFMS assigned civilian employees on force development. 3.Knowledge of and experience with the functions of the AFMS career field, including the skills and training necessary to function effectively as a liaison to AFPC and A1 for the career field. 4.Strong skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires. 5.Analytical skills to gather, develop, and analyze a variety of data in order to formulate conclusions and recommend or initiate career field enhancements. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 6.Ability to communicate both orally and in writing in order to brief senior management, train working group members, and provide orientation to individuals at various levels in the Air Force. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
