This position is located in HQ, Business Management and Administration, Division of Business, Engineering and Evaluations, Administrative Operations Branch. Duties

Prepare analysis and evaluations of the effectiveness of program and organizational operations in meeting established goals and objectives. Analyze administrative systems, workflows and reporting requirements to increase efficiency and effectiveness of the Division in support of operations. Advise the Division Chief on matters regarding scarce skills allocations and provides recommendations on workload distribution resources to meet operational goals. Develop and monitor implementation of directives containing policies and procedures for implementation throughout the organization. Prepare briefing papers, reports, presentations and recommendations for consideration by the Division Chief and other senior leadership. Communicate effectively and clearly with internal and external audiences about the Division’s core mission and operational services.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: 1) Evaluating the effectiveness of program, management, or administrative operations in payroll AND human resources, property management, purchasing, accounting, budgeting, or other administrative area; 2) Making recommendations and identifying solutions to improve program, management, or administrative operations; 3) Building and maintaining relationships with customers, co-workers, and managers; 4) Preparing written briefings, policies, and reports; 5) Communicating with internal and external audiences about program goals, services or proposed organizational changes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
