Duties

The position serves as an NCA Watch Officer, participating as part of a collaborative team, working overlapping shifts that provide 7-days-a-week coverage of the day-to-day administrative and logistical operations of 151 VA National Cemeteries nation-wide. The incumbent must be proficient in Microsoft Office programs, specifically MS Word and MS Excel to a level of creating and maintaining complex spreadsheets involving numerous formulas, formatting structures and conditional formatting designs. Utilizes and oversees communications equipment and regular testing of equipment; coordinates daily activities regarding NCA within the VAIOC; and ensures all reports and documents are properly distributed, securely stored and maintained. Gathers, fuses, and analyzes data and information obtained from numerous sources in order to assess and communicate relevant information to NCA leaders about actual or potential impact to NCA and VA operational readiness; assesses impact to NCA operations; facilitates and develops recommendations for senior leaders. Assists in coordinating, developing, maintaining, and monitoring NCA actions in support of: NCA COOP, NCA Crisis Response Team, NCA Emergency Relocation Group activations, and inter/intra agency exercises. Identifies potential problems or deficiencies, and makes recommendations for resolution or improvement. Coordinates with other VA and NCA staff to determine the overall operational readiness of the Administration and prepares feedback to the Executive Director for Cemetery Operations. Ensures intelligence, incident reports, and communiques are logged and forwarded to the appropriate parties in accordance with established standard operating procedures. Maintains, manages, and takes appropriate actions on all incoming and outgoing communication with: NCA personnel, NCA leaders, NCA staff offices, and Federal, regional, state, county, city, municipality, tribal authorities, and local emergency management agencies in support of the national cemeteries, soldier lots, plots, and monuments. Assists in developing and publishing NCA Standard Operating Procedures (SOPs), plans, detailed instructions, meeting documentation, after-action reports, lessons learned critiques, and operational summaries and briefings and other related documents, reports, and written products. Analyzes information, prepares reports, presents findings, and provides recommendations. Assists in communicating assignments, projects, problems, actionable events, milestones, deadlines and time frames for completion to NCA leaders and facility managers. Assists in the development, coordination, publication, review, recertification and maintenance of policy directives, procedural handbooks, and notices. Ensures accuracy of rosters and alert directories. Coordinates, and prepares situation awareness and other reports such as Serious Incident Reports and develops briefing materials related to the operation. Operates a variety communications system to ensure uninterrupted communications. Actively listens to and monitors other local and nationwide warning systems for significant events that will or potentially impact NCA and VA assets. Serves as a conduit to distribute information to the appropriate office for their awareness, information, and action. Qualifications

To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 01/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your education and/or experience, as described below:GS-9 Grade Level Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience include those similar to the GS-11 but at a lower level of responsibility. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 18 semester hours of graduate-level education earned. (TRANSCRIPTS REQUIRED) GS-11 Grade Level Specialized experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include those similar to the GS-12 but at a lower level of responsibility. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such or a degree or LL.M, if related which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the 36 semester hours of higher graduate-level education earned. (TRANSCRIPTS REQUIRED) GS-12 Grade Level Specialized experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: specialized administrative/office work experience that includes work such as applying complex fact-finding, analytical and problem-solving methods and techniques to identify problems and draw conclusions. This experience should also include knowledge of computers and computer programs; specifically, Microsoft Office Suite applications. Designs, develops, and generates recurring and/or ad hoc products and reports using a variety of desktop software packages and databases. (Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume. Education: There is no educational substitution at the GS-12 grade level of this position.
