The incumbent serves as Team Chief in the Health Administration Service for the Michael E. DeBakey VA Medical Center. The incumbents provide a high level of administrative support to HAS, upper management, and clinical services. The incumbents will be asked to provide direct supervision or second-level supervision in one or more of the sections of the Health Administration Service. The incumbents will be under the direct supervision of the Assistant Deputy Chief, Health Administration Service.
Duties
Assigns work to employees, develops performance standards and, evauates employee performance.
Takes disciplinary action, as necessary, and proposes action (e.g., suspension, demotion, removal) for more serious cases.
Reports to executive management projected needs related to operating budgets, human resources, space, equipment, and supplies.
Oversees attendance and administers leave.
Identifies, directs and , provides for training.
Reviews work products; accepts, amends, or rejects work of subordinates; and takes corrective action, as appropriate.
Program responsibility for planning, developing, and executing assigned fiscal, labor, personnel, and training functions of the section.
Responsible for assuring that the incomplete encounter and action required report are run daily and errors corrected.
Work Schedule: 7:30 am-4:30 pm Monday-Friday (Subject to change based on the needs of the Agency).

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Health Administration Service/Medical Administration Specialist Office experience that relates to being able to manage staffing and programs related to all scheduling processes.
Supervisory experience in either a clinic, inpatient, or CBOC setting whereby supervised staff who perform scheduling duties.
Using various databases and Microsoft Office products.
Gathers, assembles, and analyzes data, recognizes problems, proposes solutions and prepares written and oral responses.
Performs personnel issues, such as hiring, awards, and disciplinary actions.
Prepare actions for assignment changes or to improve position structure.
Decision-making skills that include planning, organizing, and conducting studies.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2 full years of progressively high-level graduate education leading to such a degree or LL.B. or J.D., if related. (Transcripts Required)

Combination: Equivalent combination of completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education over the first graduate year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping, and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress are required because of the time factors involved in the completion of work assignments within deadlines.
