As a Program Specialist in the Astromaterials Research and Exploration Science Division, you will serve as the business manager for the division, responsible for coordinating task orders and performing the duty of technical monitor representative. You will work with division leadership to support strategic goals, monitor schedule impacts, provide budget summaries, report risks to the directorate and center level. You will support scientific conference planning, including vendor contracts.
Duties
Coordinates task orders and serves as technical monitor representative, monitoring or overseeing contractor performance and delivery of products and/or services under the contract.
Creates, updates, and monitors risks to the division, reporting on to management and providing updates and recommendations for mitigation or improvement.
Oversees budget including creating budget summaries, working with the financial analysts, and overseeing Program, Planning and Budget Execution (PPBE) integration for the division.
Works with the agreements office on determining and executing the proper agreement mechanisms (ex. Space Act Agreements) for working with customers.
Prepares milestone reports, event summaries, etc., reporting up to the directorate or center level regarding division performance metrics.
Maintains and tracks master schedule milestones and provides guidance and updates on a monthly basis.
Applies analytical and critical thinking skills, including thinking strategically, identifying needs, requirements, interpreting and applying policy, and developing recommendations for improvement.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Collaborating with a variety of internal and external stakeholders and representing NASA at meetings and conferences;
Analyzing and interpreting financial information, managing or overseeing annual Program, Planning and Budget Execution (PPBE) integration, and reporting financial metrics and data;
Serving as technical monitor, monitoring task orders and overseeing contractor performance to ensure delivery of products or services in accordance with contract requirements.
