This position is directly responsible to the Comptroller and serves as a Senior Financial Systems Analyst in the Business Operations Division with responsibility for formulating, developing, recommending, and implementing policies, procedures and information systems pertaining to the establishment and management of DARPA's budget.
Duties
As a Financial Systems Analyst at the GS-0501-14/15 some of your typical work assignments may include:
Serves as the Director for the Business Operations Division, responsible for end-to-end electronic related processes and systems utilized for the execution of the programming, planning, budgeting and executing (PPBE) of the DARPA budget. Advises on and integrates program funds requirements to develop a total budget for development and acquisition programs.
Responsible for implementing strategies to improve financial, contract management, and operational efficiency through management of the development budget and execution of associated tools and systems.
Participates in making resource allocation decisions and establishing Agency goals and objectives.
Analyzes DoD trends and financial information requirements evolving within automation and command control areas.
Develops and oversees implementation of associated business process systems/tools to be used by the Business Operations and Financial Accounting Operations divisions and by the Technical Offices.
Serves as Action Officer for OSD inquiries pertaining to the DARPA's plan for the entire Procurement to Pay process and responds to program data calls/pulls.
Incumbent represents the Comptroller, DARPA on working groups, steering groups, or other meetings, conferences, seminars, etc., related to financial systems and related applications and initiatives.
Mentors and manages training and development of financial specialist and support staff.

Assist in managing or analyzing national-level mission-related programs and identifies operating policies and procedures to be developed or revised.
Represent DARPA on procurement and budget related issues.
