This Administrative Program Support Assistant (PSA) is assigned to the Health Care for Homeless Veteran (HCHV) Program located at the Veterans Day Treatment Center DTC; 1000 South Main Street in Little Rock

Duties

Duties include but are not limited to: Works independently at a community-based site and prioritizes work to meet deadlines, including completion of HUD-VASH screening committee minutes, HCHV staff meetings, Veterans Treatment Court (VTC) and Central Arkansas Legal Clinic schedules, CHALENG minutes, Homeless Care Coordination Work Group and CHC Advisory Committee minutes. Sets up controls and program guidelines to ensure adherence to administrative procedures according to HCHV, Central Arkansas Veteran Healthcare System (CAVHS) and Mental Health Services policies. Maintains confidentiality in work relations and coordinates administrative details and activities for permanent housing components of HCHV Program but provides collateral support to all program sections, including: HCMI Outreach; HCHV Residential treatment; Veterans Justice Programs, Community Employment Services and Project CHALENG. Prepares budget reports for staff in the HUD-VASH and VJP Programs and contributes support to other programs in the HCHV section of the CHC as needed, in the absence of primary staff assigned to other budget management duties. Maintaining a manpower report that includes time and leave T&L records for staff in his/her assigned T&L group and ensure accurate posting and approval of T&L. Maintains records of daily productivity activities for self and clinical supervisor. Communicates by telephone or email with vendors in SAM and with purchasing agent and budget clerks from fiscal and numerous other services regarding purchases and to determine the best and most appropriate options for purchases. Creates and maintains a database for the fleet of government on vehicles (GOV) assigned to the HCHV Programs and maintained at the veterans DTC. Files data in personnel records and maintains six-part folders. Submits copies of clinical and financial data to medical records, to Fiscal Service and Mental Health Service. Provides CHC Program Manager and HCHV Coordinator with ready access to current data management reports and information for making informed decisions. Compiles and forwards information such as statistical data and cost distribution reports in proper format to Fiscal Service, Mental Health Service or the VISN. Work Schedule: Monday to Friday 7:00am-3:30pm; Subject to change based on the needs of the facility. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically in or related to this Program Support Assistant position to be filled. Specialized experience includes: Skill and demonstrated effectiveness in verbal and written communications; Knowledge and skill in managing transcription, video and other forms of technology; Experience in creating and managing suspense files for meetings and Action Items; Skill in coordinating activities between VA and community provider agencies; Extensive computer skills, including use of Microsoft Office and various other computer applications; Knowledge of and skill in effective fund control point management; Knowledge of the VA Time and Attendance System and experience functioning as a timekeeper; and Experience in the use of government purchase cards and accounts management. This experience must be supported by your resume to be creditable. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work of the PSA is primarily performed in an office setting. However, because the Day Treatment Center is in a community location, outside of the usual physical support systems of the medical center, it can be very demanding. Additionally, most of the work at the DTC can be performed while sitting or walking throughout the facility; however, there may be times when the PSA may be asked to engage in mild physical activity in support of activities for Veterans at the facility or during community outings. The PSA has a purchase card and could be asked to retrieve items ordered from a supply store. The PSA undergoes training for and is responsible for organizing, managing, filing and maintaining six-part folders for staff in the HUD-VASH and VJP Programs. The PSA may also be required to engage in other duties as assigned to ensure uninterrupted service delivery to internal and external customers, consistent with the continuum of services offered at the DTC.
