You will serve as a HUMAN RESOURCES SPECIALIST in the Human Resources Office, Business Directorate of NAVFAC SOUTHWEST. Salary Range GS-11: $82,633 to $107,421 GS-12: $99,044 to $128,752

Duties

You will serve as the technical specialist in FECA injury compensation, program, policy, and guidance You will analyze, review, and interpret injury compensation standards established by Congress and the Department of Labor. You will utilize knowledge of positions and vacancies for possible placements for employees on compensation. You will counsel employees and provide follow-up services for employees who have submitted claims to the Office of Worker's Compensation Program (OWCP). You will coordinate with activity physicians, claimants, physician and rehabilitation specialist to obtain information leading to job placement of employees receiving compensation. You will advise employees on rules and regulations pertaining to other federal employee health and life insurance programs as they pertain to OWCP.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Incumbent must be able to obtain and maintain in good standing a Government- issued travel card.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • Incumbent may be required to file a Financial Disclosure Statement annually

Qualifications

FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector: 1). Ensuring proper handling of injury compensation matters under FECA 2). Facilitating formal trainings and briefings to educate employees and supervisors on the FECA program. 3) Conducting regular records review at Office of Workers Compensation Program (OWCP) of cases of interest 4) Providing intensive case management of claims to ensure appropriate early return to work. 5) Resolving complex injury compensation issues through coordinated efforts with employees, supervisors, managers, Department of Labor, and medical professionals. FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector: 1) Reviewing, analyzing, and interpreting injury compensation standards 2). Providing advice and technical expertise to employees and supervisors in submission of worker's compensation claims 3) Utilizing various systems in accordance with the Department of Labor and Department of Navy instructions for the administration of the FECA program. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11
Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

For the GS-09:
master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or
