The primary purpose of this position is: to serve as a standardization and evaluation (Stan/Eval) specialist responsible for the tracking, scheduling and documentation of all aircrew evaluations.

Duties

Serves as program manager for aircrew evaluations supporting group standardization and evaluation management staff. Administers 919th SOG information systems. Provides guidance and technical assistance in use and capabilities of information systems.

Qualifications

(Con.) This is a Key position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve (IAW: DoDD 1200.7, "Screening the Ready Reserve") This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of computer equipment, internal computer processes, software application and utility programs; knowledge of configuration management methods and techniques for integrating information system components sufficient to install and maintain software and hardware, optimize functionality of systems, and diagnose and recover failed systems; knowledge of the Patriot Excalibur (or equivalent) database system for the administration and scoring of aircrew testing, administration of aircrew evaluation documentation, and Flight Crew Information File distribution and tracking. OR EDUCATION: Completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a Ph.D degree or Ph.D or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least three years of progressively higher level graduate education, but have not obtained a Ph.D or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Air Force regulations, policies and operating instructions pertaining to flying operations standardization and evaluation practices. Knowledge of DoD and Air Force automated data processing and networking standards, policies, and procedures. Knowledge of the Patriot Excalibur (or equivalent) database system for the administration and scoring of aircrew testing, administration of aircrew evaluation documentation, and Flight Crew Information File distribution and tracking. Knowledge of Technical Manual account management and administration. Knowledge of the publications and Flight Crew Information File library to include standardization, administration, updating and distribution via electronic and paper means. Skill in developing and maintaining Worldwide Web Pages, web site administration procedures, tools, and software. Ability to use and maintain a computer system, equipment, and software; analyze computer network, software, and hardware problems and develop effective and economical solutions; and train users on new computer system. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
