THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard Excepted Service position is for an Airman and Family Readiness Specialist, Position Description Number T5302P01 and is part of the Force Support Squadron, Mission Support Group of the District of Columbia Air National Guard (ANG) Wing.

Duties
The purpose of the position is to serve as the family readiness and support services representative at the Air National Guard and coordinate concurrently with the Force Support Squadron Commander, Joint Force Headquarters - Family Program Director, National Guard Bureau Family Programs Office, and US Air Force/Major Command Family Readiness Directors. This position analyzes current family support offered through the Office of Secretary of Defense, Service and State programs, identifies shortfalls, and develops, manages, and monitors programs in support of Wing Families. Additionally, provides guidance to the Wing leadership in the development and implementation of a family readiness and support program and provides family readiness assistance at the geographically separated unit(s).
This position is:
Responsible for the overall management, control and execution of the ANG family readiness and support programs to include Personal and Family Life Education services, Airman and Family Readiness Deployment Support, Personal Financial Readiness services, Employment Assistance, Military Child / Youth Program and Education, Transition Assistance Program - Title 32 and 10 funding, Wounded, Ill, and Injured Warrior / member and or family member, Disaster Preparedness - EFAC / AFPAAS, Relocation Assistance Program, Exceptional Family Member Program (EFMP), Community Outreach and Cooperative Interface, Voting Assistance Program, and Educates on Survivor Benefit Plan at the unit level.
Develops plans for an efficient resource management program and maximum support of service delivery to include resource center (discovery center), equipment, funding, tracking, and computerized systems - AFFIRST, etc. Plans include supported projections of long-term family readiness and support plans, and resource needs to wing level trends and directives.
Identifies service member and family issues that require exploration, development, and resolutions, and determines appropriate methods and resources. Assess customer interactions and documents all service-related customer and community activities in AFFIRST. Uses formal and informal needs assessment to ensure long term proactive/reactive programs are available.
Develops and prepares a variety of correspondence and other documentation i.e., formal letters, position papers, reports, briefings, charts, bullet background papers, etc. Develops and presents information for seminars, conferences, and orientation workshops as appropriate for service members, family members and volunteers.
Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes.

Requirements
- Incumbent must be able to obtain and maintain a SECRET security clearance.
- The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
- May be required to successfully complete a probationary period.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
- The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver’s license is required.
- This position is subject to provisions of the DoD Priority Placement Program.
- Participation in direct deposit is mandatory.
- Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration which will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications

To qualify you must have appropriate experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; experiences that demonstrate abilities to provide technical guidance and assistance in the type of work or in comparable work of the position of Family Readiness; experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience equivalent to the GS-09 level. Examples of specialized experience includes overall management, control and execution of the Air National Guard family readiness and support programs. Experience must include:
Experience developing plans for efficient resource management programs and maximum support of service delivery.
Experience in identifying service member and family issues that require exploration, development, and resolutions; and determines appropriate methods and resources.
Experience managing AFFIRST, Family Programs Certification Management System, DOD TAP, and program financial allocations.
Experience preparing written communications and oral presentations.
Experience in developing and presenting information for seminars, conferences, and orientation workshops as appropriate for service members, family members, and volunteers.
Knowledge and experience working National Guard Airmen & Family Readiness Program.
The Family Program Certification Process and DOD TAP (Transition Assistance Program) is REQUIRED.

There are no specific educational requirements for this position. However, substitution of Education for Specialized Experience is allowed.
1. Substitution of Education for Specialized Experience:
Education may be substituted for specialized experience with a Ph.D., (or an equivalent doctoral degree), 3 full years of progressively higher-level graduate education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one year of full-time study requirement.

2. Qualifying based on a combination of education and specialized experience:
A combination of experience and education as described above. Only education in excess of that required for a master's or equivalent degree may be used when combining education and experience to meet the total qualification requirements.
