This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for serving as a regional SCO Program Manager and planner supporting DoD and Combatant Commands (CCMDs) global SCO functions; ensuring offices are appropriately staffed with the right amount of skilled and trained professionals to meet the SC mission.
Duties
As a SECURITY COOPERATION REGIONAL PROGRAM ANALYST at the GS-0343-14 some of your typical work assignments may include:
Performs program management and analytical functions in the areas of personnel manpower assessment, SC program support, staff personnel support, hiring actions to select Civilian SCOs, facilitate SC program implementation, and coordinate SC staffing requirements with a broad range of stakeholders.
Incumbent interprets and implements law, DoD, Service and Joint policy pertaining to the staffing, selection, and training of security cooperation organizations
Leads hiring actions to fill military and civilian SCO vacancies to minimize potential gaps and
ensure continued program success.
Assists with Agency oversight in areas such as financial management, program oversight, legal issues, performance measurement, information management, process improvement, and weapon/platform technology, and organization of SC programs.
Oversees efforts to ensure that SCO personnel have the support needed in all aspects of DoD personnel operating is overseas remote and often austere environments where mission accomplishment has a direct impact on U.S. national security.

Qualifications
You may qualify at the GS-14 grade level, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Analyzing Security Cooperation Organizations (SCO) staffing, submitting military requisitions for SCO personnel, managing hiring practices for Civilian SCO personnel, evaluating training requirements for positions, and ensuring personnel are appropriately trained
Developing, implementing and managing policies, processes, and procedures and
Executive and managerial ability, experience in high level staff duty positions of oral and written communication involving policy formulation, programmatic implementation, and budgetary execution including related support and knowledge U.S. National Security Strategy and defense policies and objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
