About the Position: Position is located at United States Southern Command Manpower and Personnel Directorate providing manpower administrative practices and analysis for the department. This is a TERM position NTE 3 years.

Duties

Perform manpower management using analytical, statistical and management engineering techniques. Conduct on-site manning and organizational studies within SOUTHCOM, SOUTHCOM Joint Intelligence Center, SOUTHCOM Joint Task Force-Bravo, and at Security Assistance Organizations located in 24 countries. Direct study teams and/or independently plans for and analyzes organizations and work processes to include developing guidance for solutions. Prepare, maintain and staff the Joint Manpower Program through the Joint Staff, the Services and SOUTHCOM.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This is a drug testing position. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.

This definition of specialized experience is typical of work performed at the GS-09 grade level. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for GS-12: One year of specialized experience conducting studies, analysis and management reviews; recommend changes or improvements in organization, staffing, work methods, and procedures; conduct complex and comprehensive manpower studies, surveys and analysis of manpower, organizations and functions to ensure proper allocation and utilization of manpower resources, distribution of functions and propriety of organizational elements; review and analyze organizational structure; develop plans for re-organization; track gains/losses. This definition of specialized experience is typical of work performed at the GS-11 grade level.
