This position serves as a senior Training Specialist within the Veterans Health Administration (VHA), Office of Emergency Management (OEM), and within the Office of the Assistant Under Secretary for Health for Operations, located in Martinsburg, West Virginia. The incumbent serves in the Training and Exercise Branch of the Office of Emergency Management within the VHA.
Duties
Major duties include, but may not be limited to the following:
Plans, organizes, develops, coordinates, evaluates, and provides oversight over the planning, preparation, and execution of integrated emergency management training for VHA OEM and its stakeholders.
Design and develop instructional training programs based on educational technology and complex technological applications.
Develops, implements, and revises a comprehensive VHA OEM educational program evaluation plan related to all organizational developed training which incorporates formative and summative course evaluations, internal process evaluation, and surveys and instructional feedback systems.
Develop expert level business case analysis from the training needs assessments and demonstrates the advantages and disadvantages of training modalities; providing advice and recommendations to program managers.
Coordinates individuals and/or groups in projects that demonstrate the use of advanced or novel training and/or Instructional System Design theories, techniques, optimized instructional strategies and/or new methods for the targeted audience performance improvement.
Prepares, updates, and maintains a budget for assigned training programs. Monitors expenditures and sources of funds to assure that funds are available when needed. Reviews requests for unplanned expenditures. Prepares and/or approves requests to leadership for additional funding, assuring adequate justifications. Provides periodic budget status reports.
Prepares and presents reports, briefings, and training and educational material in a consistent manner to stakeholders internal and external to the organization.
Work Schedule: Monday - Friday (7:00am - 3:30pm)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

Experience
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

In conjunction with the individual occupational requirements above you must also meet the specialized experience as described below for GS-13:
SPECIALIZED EXPERIENCE REQUIREMENT: To qualify for this position at the GS-13 grade, you must have 1 full year of specialized experience equivalent to the next lower grade GS-12 that is directly related to the work of the Training Administrator position. Qualifying specialized experience is defined as experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience for this position include:
(1) Oral and written communication in correspondence, graphics, and presentations to convey information, explain issues, and persuade management, individuals and /or groups.
(2) Skills coordinating and collaborating with various stakeholders and agencies to include knowledge of interagency frameworks, communication protocols, and the ability to work with healthcare personnel, emergency managers, public health officials, and other relevant entities.
(3) Experience applying complex fact-finding, analytical and problem-solving methods, and techniques to identify interrelated training problems, draw conclusions and recommend appropriate action or solutions to improve program efficiency and effectiveness.
(4) Knowledge of training management, training programs, and organizational training principles and practices, and the ability to analyze and obtain information, define problems, identify relationships, evaluate quality, assess impact and develop recommendations to expertly advise leadership on the impact of systemic training management and program changes, issues, and problems, and the execution of training objectives.
(5) Knowledge of emergency management principles, concepts, related directives, policies, regulations, procedures, methods, laws, and best practices; this includes knowledge of emergency response frameworks, incident command systems, disaster planning, risk assessments, and mitigation strategies.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary in an office environment during non-emergency situations. However, during field exercises and operational support missions, it may require strenuous physical activity to include carrying equipment (up to 40lbs), walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, bending, and stooping. Deployments may include various housing and living conditions to include non-climate controlled, limited privacy sleeping facilities (for example, cots, tents, "hot-bunking", gymnasiums or similar), limited shower and laundry facilities and limited feeding options (such as shelf stable meals, meals-ready-to-eat (MREs), and field kitchens). The employee may also be required to work long hours under highly stressful and demanding conditions which are the norm during major emergency operations.
Work Environment: The work is performed in a typical office setting. The position may require occasional travel up to 25% of the time. However, this position requires that the incumbent train, maintain a state of readiness, and be deployed into the possible high-risk environment of a disaster site. Conditions in some disaster environments may include irregular diet or rations, limited rest; uncomfortable sleeping conditions; extensive overtime; an environment with unsanitary conditions; and related risks, such as reoccurrence of the disaster event. In the event of an Emergency Management Coordination Cell activation, Federal Emergency Management Agency National Response Coordination Center activation and/or OEM response /recovery mission the incumbent could be expected to respond on a 24/7/365 basis. Work may be subject to tight deadlines and stressful conditions during emergency assignments.
