The incumbent has full delegated authority and responsibility as the expert professional for one of the five areas of Education Learning Resource Services training arms. ELRS is organized into a "VA University" model with five training arms: School of Leadership, School of Affiliations, School of Administration, School of Clinical, and School of Trades.
Duties
Assesses, develops, implements, and instructs educational programs using a variety of teaching methods (in-person, virtual, mixed).
Designs curriculum.
Establishes standards for educational programs.
Evaluates programs for continued process improvement.
Oversees all employee competency development for facility.
Participates with planning committees, service chiefs and supervisors to determine and develop programs specific to employee competency development.
Plans and conducts studies.
Uses an educational database (TMS) to set up educational programs, register attendees for classes, assign and record learning.
Monitors course completions.
Enters course prerequisites, objectives, content, and instructional methods into database.
Runs reports of training programs and evaluates data collected.
Identifies budget needs.
Monitors the cost, management and technical performance of contracts.
Reviews budget proposals.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS-11
To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include: experience in planning, coordinating, facilitating and evaluating complex simulation educational programs; experience in facilitating group discussions of various sizes; experience in working with others to improve processes; experience in delivering quality, timely, and well-researched products under general or minimal guidelines.

Possess a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position.

Combination Of Education and Experience: (Copy of transcripts required)
Possess an equivalent combination of successfully completed graduate education and specialized experience, as described above, which meets the total qualification requirement for the GS-11 grade level.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is predominately sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items to 20 lbs., driving of an automobile, etc. Physical demands will include set up of classrooms including A-V equipment and preparation of course materials and delivery to the class site. Fieldwork may involve traveling to classes, meetings, and sources of information.
