The Supervisory Training Instructor position is located at the Martinsburg, WV VA Medical Center, Education Learning Resource Service Line (ELRS). The incumbent has full delegated authority and responsibility as the expert professional over five areas of ELRS. The service is organized into a "VA University" model with five training arms: School of Leadership, School of Affiliations, School of Administration, School of Clinical, and School of Trades.
Duties
Incumbent supervises the educational program specialists assigned to one of the five "schools" in the ELRS VA University model.
Serves as coordinator, facilitator, and expert for employee development and training for the five "schools." The five schools cover diverse, sometimes complex educational needs. Schools include administrative (business managers, administrative officers, administrative professionals, medical support assistants, etc.), trades (culinary, environmental, facilities, etc.), affiliations (graduate medical education and associated health), clinical and leadership programs (both local, VISN, and national).
Has primary responsibility for the new Supervisor Orientation and Refresher training program (SOAR) for the facility and supports VISN 5, as needed, collaborating on employee development programs.
Independently coordinates national leadership programs and has primary responsibility for local leadership programs.
As Supervisor, provides guidance to other program specialists and independently plans, designs, and oversees the carrying out of training programs.
The incumbent assess, develop, implement, instruct, evaluate, and modify training programs, course content or materials, or educational projects resulting in workforce development and improved communication and employee engagement.
Serve as the primary expert in curriculum design and development, which includes multiple learning methods (in person, virtual, blended, etc.).
Regularly visits and collaborates with managers, supervisors and/or service chiefs throughout the facility, assessing learning needs, developing, implementing, and delivering training programs.
Devise new methods and criteria for meeting the broad range of educational needs throughout the Medical Center.
Serves as the technical and content expert for all non-clinical employee competency development for the facility.
Serves as project coordinator or consultant, arranging and moderating training seminars and conferences.
Provides guidance on educational programs and educational projects, give lectures, and participates in panel discussions.
Participates with planning committees, Service Chiefs, and supervisors, VISN Education staff, Employee Education Service (EES) and other instructors in determining specific topics to be covered.
Leads the evaluation of multiple courses and/or training programs of non-clinical training programs throughout the facility to ensure continued process improvement.
Establishes the standards by which the education program and/or project will be judged.
Conducts fact-finding and analyses which contribute to research for non-clinical areas of the facility.
Plans and conducts studies which evaluate and predict program achievements and student performance and independently prepares interpretations of results and makes recommendations.
Studies involve significant attention to detail as the Talent Management System(TMS) database, course prerequisites, objectives, contents, instructional methods, counseling needs, etc. are often complicated by factors such as modernization and updated educational requirements.
Performs duties involving preparing, promoting, coordinating, analyzing, and improving education policies, programs, standards, activities, and opportunities for various complex program areas.
Develop medical center wide standards for managers.
Ensures educational programs comply with regulations and are compatible with the agency mission and responsibilities.
Administer and resolve policy, program and project related issues associated with educational programs.
Provides guidance and advice on education program policies.
Handles matters that are controversial or novel, and often complicated by factors such as educational developments.
Participate in planning and developing or evaluating and revising the curriculum for the Education Office.
Represents the organization at professional and public gatherings, lectures, and panel discussions.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to meeting the IOR requirement, in order to qualify for this position at the GS-12 level, you must possess the following:
You may qualify based on your experience and/or education as described below:
GS-12 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Training Specialist, GS-12 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-11 level in Federal service to qualify at the GS-12.
Examples of specialized experience include:
1) Maintains an awareness of advancements in equipment and training for new techniques in the field
2) Oversees the training function that includes the process for implementation of the ongoing supervisory, communication skills, leadership, and customer service training programs and serves as the subject matter expert
3) Well versed in leadership and all employee competencies and utilizes theses competencies in all training efforts
4) Supports VISN and Central Office mandatory programs.
5) Publicized educational program accomplishments and solicits resources and other forms of support and cooperation necessary to ensure success
