This position is located within the Educational Learning Resources of the VA Medical Center in Martinsburg, West Virginia. The Training Instructor has full delegated authority and responsibility as the expert professional for one of the five areas of Education Learning Resource Services training arms.
Duties

Education Learning Resource Services (ELRS) is organized into a "VA University" model with five training arms: School of Leadership, School of Affiliations, School of Administration, School of Clinical and School of Trades. Education projects and programs cover a broad area of diverse needs and can be difficult and complex, requiring new approaches and standards. Program development and oversight includes facility-level programs, VISN programs as well as national programs.
The major duties and responsibilities include but are not limited to:
Oversees diverse, sometimes complex educational needs of employees within the assigned schools;
Independently plans, designs and oversees the carrying out of training programs;
Assesses, develops, implements, instructs, evaluates and modifies training programs, course content or materials, or educational projects resulting in workforce development and improved communication and employee engagement;
Serves as an expert in curriculum design and development as well as multiple learning methods (in person, virtual, blended, etc.);
Plans and prepares budget requests and facilitates the appropriation of fiscal support;
Develops course content and instructs courses in assigned area of VA University;
Visits and collaborates with managers, supervisors and/or service chiefs for the assigned service areas throughout the facility, assesses learning needs, develops, implements and delivers training programs;
Serves as project coordinator or consultant, arranges and moderates training seminars or conferences, provides guidance on education programs and projects;
Leads the evaluation of multiple courses and/or training programs to ensure continued process improvement;
Prepares, promotes, coordinates, analyzes and improves education policies, programs, standards, activities and opportunities for various complex program areas;
Ensures educational programs comply with regulations and are compatible with the agency mission and responsibilities;
Administers and resolves policy, program and project issues associated with educational programs;
Serves as a TMS Administrator with duties including monitoring course completion, registering users for classes, running completion/deficiency reports, updating supervisors, communicating with facility TMS Domain Manager for: unlocking courses, creating or scheduling classes, assigning learning and managing accounts; and
Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position at the GS-11 level, you must meet one of the following:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties, and that is typically in or related to the work of this position. Qualifying specialized experience include: (1) Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s) (i.e. environmental services/housekeeping); (2) Supervising or administering a training program; (3) Development or review of training/course materials, aids, devices, etc., and evaluation of training results; (4) Work in an environmental services occupation or subject-matter field of environmental services that required training or instructing others on a regular basis. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~
Education: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a major study such as education or a subject area related to this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position and must have been obtained in an accredited college or university. Combination: Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses in education, or a subject area related to the position and such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position and must have been obtained in an accredited college or university. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Physical demands will include set up of classroom including the A-V equipment and preparation of course materials and delivery to the class site. Fieldwork may involve traveling to meetings and sources of information.
