You will serve as a Supervisory Financial Management Analyst in the Administrative Department of HELICOPTER MARITIME STRIKE WING PAC.

Duties

You will formulate budgets and estimates to support plans, programs, and activities. You will develop, determine, and interpret budgetary policies, and practices. You will analyze and recommend cost and benefits of alternative methods of financial management of the organization's programs and administrative operations. You will implement legal and regulatory controls over approving budgets. You will perform a variety of fiscal, accounting, or financial management duties and responsibilities. You will manage the Government Commercial Purchase Card Program. You will assign work based on employee's capabilities, priorities, and difficulty. You will lead, supervise, and motivate employees. You will provide technical and administrative oversight, advice, and instruction.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing fiscal, accounting, or financial management duties to provide input on financial/budgetary planning for an organization's programs or operations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify for the GS-11 with the following education or combination of both education and experience:
  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
  • An LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
