Duties
This position is located under the Office of Science and Technology (OST), Laboratory Services, Forensic Science Laboratory in Atlanta, Georgia and Washington, District of Columbia.
The primary purpose of this position is to manage budget and financial activities within OST. The incumbent's work directly impacts the ability of OST to accomplish its scientific and technical mission.

Qualifications
Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume.
To qualify for the GS-12, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-11. Specialized experience for the position includes:
Analyzing spending trends and recommending financial re-programming actions taking into consideration program requirements; and
Reviewing current and proposed budget programs and procedures to evaluate their effectiveness and develops improved methods and procedures to address identified issues; and
Making necessary adjustments to the budget because of higher-level decisions concerning funding; and
Using oral and written communication techniques sufficient to present sensitive and often controversial material and recommendations to senior-level agency staff and other government agencies.
To qualify for the GS-13, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-12. Specialized experience for the position includes:
Executing complex analytical projects and studies requiring extensive evaluation of inter-related issues in the budget and financial management areas; and
Developing budget justification and conducts cost-benefit analyses for major acquisitions; and
Ensuring all financial obligations are reported and reconciled in accordance with agency regulatory guidelines; and
Communicating with supervisor and the management team about financial issues and budget proposals; and
Providing written justification of complex programs to top managers to influence decisions and guidance.
