This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology, Infrastructure & User Services Group (IUSG), Division of Technology Portfolio Management (DTPM). As a Contracting Officer Representative, GS-1101-13, you will oversee multi-million dollar IT Contracts.

Duties

Serves as a Contracting Officer Representative (COR, Level IIl) to administer all phases of the contract lifecycle for IT-related contracts. Coordinates with the stakeholder, contracts, system owners and when necessary the contracting officials to develop and implement corrective actions. Review, approve and tracks corrective actions to completion. Prepares all necessary contract documentation - including the Statement of Work/Statement of Objectives/Project Work Statements, acquisition plans, project justifications, Independent Government Cost Estimates, project scope agreements. Advises management by providing technical and conceptual guidance, particularly as related to technical, business, financial and security oversight of the many aspects of the IT infrastructure related initiatives.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Managing acquisition-related projects through all phases of the contract lifecycle (i.e. new procurement solicitation and selection activities and providing day-to-day contract administration support); (2) Overseeing contracts that provide a wide range of IT services with varying degrees of technical complexity (e.g. simple vs. complex contracts); (3) Developing budget plan(s) for IT-related contracts in order to conduct program analysis (e.g. forecasting risks, problems, trends, and other variables that impact projected costs); and (4) Providing customer service to contract stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
