Duties

Duty 1. Directs, coordinates, and oversees Mission Support work using group coordinators, committee chairs, or comparable personnel. Duty 2. Serves as a Senior Mission Support Administrator and Subject Matter Expert for AFCEC- wide programs. Duty 3. Maintains a continuous liaison with a variety of Air Force, contractor, and functional area organizations. Duty 4. Performs first level supervisory personnel management responsibilities.

  • Completion of Air War College or other intermediate professional military education is highly desired. An advanced degree in science, technology, engineering, or math (STEM) or professional field is highly desired.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of the closing of this announcement at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Directs, coordinates, and oversees mission support for Civil Engineering-wide programs. Supervises branch that serves as the focal point between agencies on all command support programs (e.g., security, safety, Commander's Inspection Program, senior leader engagements, Commander trip planning, workflow task management, civilian development, awards and recognition programs, emergency management and readiness programs, information technology, facility management, knowledge management, human resources, strategic initiatives and communication, training programs). Serves as technical advisor and trusted agent to senior leaders on all mission support responsibilities. Uses group/team coordinators, committee chairs, or comparable personnel. Serves as branch chief supervisor over personnel at local installations while maintaining continuous liaison with a variety of contractors and functional area organizations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the capabilities, products, and organization of AFCEC to provide customers (AFIMSC, AFMC, Air Staff, MAJCOMs, Joint Commands, Installations) responsive, flexible full-spectrum installation engineering services. 2. Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory personnel/manpower/AFCEC programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems. 3. Knowledge of policies, procedures, methods, and techniques of AFCEC operations to develop, revise, and advise on programs to meet goals and objectives within available resources. 4. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across AFCEC to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. 5. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships. 6. Ability to supervise employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employees, and skill to teach mission support techniques to employees. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
