About the Position: This position is located at the U S Army MSCoE, Homeland Defense on Fort Leonard Wood. Fort Leonard Wood is located in the beautiful South-Central Missouri Ozarks. The Fort covers more than 61,000 acres and is located in Pulaski County, Mo. Bordering the installation to the North are the towns of Waynesville/St. Robert and Interstate 44. St. Louis is a 2 hour drive to the East along I-44 and Springfield is a little more than an hour's drive to the West of Fort Leonard Wood.
Duties
Supervise multiple training branches consisting of military personnel and civilian personnel who train Urban Search and Rescue courses.
Develop and implement solutions to problems which affect Urban Search and Rescue training, policies, and regulations.
Develop, and introduce new program objectives, goals, systems and concepts and keep abreast of all changes in technology, training, and civilian directed standards.
Utilize Urban Search and Rescue, HAZMAT Operations, patient stabilization, packaging, and domestic incident response subject matter expertise and knowledge of education and training principles, and practices to evaluate instructor performance.
Supervise multiple training branches consisting of military personnel and civilian personnel who train 4 separate Programs of Instruction for 6 different Urban Search and Rescue disciplines.
Assign and evaluate work of military and civilian personnel conducting domestic incident response instruction and instructional support.
Interview candidates for civilian positions and makes recommendations.
Resolve employee complaints and refers the more serious unresolved cases to the next appropriate level.
Promote acceptance and adherence to such programs as Equal Opportunity, employment of the handicapped, and other similar special emphasis programs.
Requirements
- Incumbent is required to complete the Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
- Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program and must pass urinalysis testing as required prior to appointment and periodically thereafter.
- The incumbent is required to sign a DA Form 5019-R. (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program)
- A Secret Clearance is required for this position.

Specialized Experience: One year of specialized experience which includes supervising multiple training branches; developing solutions to problems which affect Urban Search and Rescue training, policies and regulations; providing leadership and guidance to federal and state response assets and planning agencies on Urban Search and Rescue capabilities; evaluating instructor performance on Urban Search and Rescue and Hazardous Materials operations; and maintaining daily oversight of training areas.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Incumbent must serve a one-year supervisory probationary period for this position.
