Duties

You will oversee efforts to provide IT and analysis support for stakeholders to achieve business, strategic and information technology support required. You will serve as a Subject Matter Expert (SME) on developing strategies and develop programs to support organizational mission, vision, goals and policy implementation through a systematic, DON enterprise wide approach. You will lead the development, modernization and governance of the DON’s Human Resources Information Technology/Defense Business Systems (HR-IT DBS) to include analyzing new capability requirements. You will develop senior level recommendations for decision making regarding IT systems and application development, implementation, and rationalization. You will directly oversee major MAHRS initiatives in support of manpower and personnel IT systems, Functional Area Managers (FAMs), and Functional Communities in regard to collection and analysis of new requirements, planning, and oversight. You will act as team lead to the HCSM Division Director for strategic efforts impacting the MAHRS IT Portfolio. You will provide direct support as the stakeholder liaison to Functional Area Managers (FAMs) and Program Executive Offices (PEOs) on solution development and policy implementation impacting DBS and the Total Force systems and application. You will oversee all assigned programs and initiatives within the responsibility the MAHRS HC/HR IT portfolio of systems and applications from requirements development, planning, prioritization, validations, and documentation. You will oversee the management of all new solutions in MAHRS from program requirements, program support, resourcing and integration activities to include, Program Objective Memorandum (POM) support, resolution of technical or program issues. You will author and support issuance of memorandums, evaluations, or instructions to direct the analysis, review, implementation or changes to manpower and personnel systems to support key MAHRS activities. You will plan, organize, and direct- the operations of acquisition support activities of any supporting PEOs in MAHRS IT acquisition efforts. You will develop and coordinate transition plans and termination plans, oversight of resourcing, policy, evaluations, and key program and acquisition activities for implementation or changes to manpower and personnel systems in the HR IT Portfolio. You will serve as MAHRS’s liaison for OSD or DoD enterprise-wide initiatives involving solution development, implementation of changes to manpower and personnel systems and data. You will leverage all program management methodologies and best practices to include agile methodologies (e.g. SAFe) and tools to track work across the HRM IT Portfolio in support of new solution development.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Mastery of IT policies, concepts, procedures, regulations, and ability to apply these knowledge concepts to very broad assignments with a thorough grasp of the principles and concepts in programmatic enterprise oversight of data and IT systems, IT planning, policy, strategic planning and collaboration across diverse stakeholders. Knowledge of, and high level skill in applying an understanding of the Federal Law, policy, and precedents that pertain to the DON's information systems, acquisition, requirements development to provide oversight to PEOs and other IT stakeholders on the execution of requirements into new solutions. Expertise in traditional project management principles, oversight and practices, including work breakdown, planning, schedule and milestone development, and resourcing to include but not limited to agile development (e.g. SAFe). Ability to apply interpersonal, organizational and leadership skills to develop effective teaming across customers/stakeholders and SMEs in functional and technical communities within ASN M&RA and throughout the DON in other Secretariat or ASN-level organizations; and Echelon I, Echelon II and subordinate Commands to determine requirements and priorities. Expertise in developing recommendations and strategic plans for DON senior leadership on IT system and application development, rationalization and implementation across the system development lifecycle.
