About the Position: This Financial Management Analyst position is located at Redstone Arsenal, AL with the US Army Space and Missile Defense Center (SMDC), Deputy Chief of Staff G-8, Program & Policy Division.

Duties

Analyze multiple year financial management execution trends and develops predictive factors. Utilize accounting systems such as General Fund Enterprise Business System (GFEBS). Receive, allocate and manage distribution of allotment and funds execution at the Command level in General Fund Enterprise Business System (GFEBS). Analyze resource management control procedures to recommend and/or implement process improvements. Run daily command level program Status of Funds (SOF) Report; analyze anomalies and develop in coordination with program Action Officers get-well plans for under executing efforts. Communicate regularly with HQDA Army Budget Office (ABO), Army Futures Command (AFC), Assistant Secretary of the Army, Acquisition, Logistics and Technology regarding budgeting execution issues and responding to Congressional interest items. Provide guidance on financial management and possible reprogramming actions to support changes in program operations or funding. Provide budgetary guidance to SMDC Major Subordinate Elements (MSE), Key Staff, and G8 Budget Analysts on prior year, current year and budget year funding IAW fiscal law and policies. Develop and integrate SMDC's Research, Development, Test and Evaluation data for the monthly and quarterly Program, Budget, Advisory Council (PBAC).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement up to 10% of the time.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires the incumbent to obtain (within 24 months of your appointment) a Financial Management Level 2 Certification, designated as such in accordance with the National Defense Authorization Act (NDAA) 2012

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Financial Management AnalysisPlanning and EvaluatingWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-02/GS-11).
