This position is located in the Washington, DC Commuting Area in the Bureau for management, Office of Management Policy, Budget, and Performance, (MPBP), USAID Annex: 500 D St SW, Washington, DC 20547, at the U.S. Agency for International Development (USAID).

Duties

Assist staff at headquarters with budget activity. Assures that program funding data is entered correctly into USAID financial management systems. Conduct cyclical budget activity, to include your enclosing activity, reconciliation and accounting. Analyze weekly, monthly, quarterly, and annual financial reports of obligations and expenditures. Identifies differences between proposed changes to operating programs and projected spending. Recommend solutions to address budgetary problems. Enters data from a variety of sources into forms, reports, and schedules. Makes adjustments to ensure accurate portrayal of status of funds. Gathers, compiles, and analyzes materials for budget for a large operating program or functional area of an organization’s financial program, to include for use in the preparation of formulation materials to accomplish budgetary objectives. Assists Senior Budget Against with timely evaluating and monitoring of budget actions. Identifies trends and assists in the resolution of problems inherent in the management of resources for the organization supported. Makes recommendations to program managers, Senior Budget Against, and Division Chief for the realignment of funds to meet revised requirements and support the accomplishment of planned operational activities.

Requirements

  • Must be able to obtain and maintain a Secret clearance.
  • Time in grade must be met by the closing date of the vacancy announcement.

Qualifications

Specialized Experience: GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. One year of specialized experience refers to full-time work. To be creditable, this experience must have equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Qualifying specialized experience at the GS-12 level is defined as experience applying the concepts, principles, practices, laws, and regulations of budgeting and/or financing; knowledge of federal accounting and budget procedures to forecast, formulate, execute, and monitor the budgets; experience in analyzing and revising annual budget estimates in accordance with program and legislative changes; preparing and reviewing financial data/reports ensuring accuracy and completeness; performing transactions in financial systems to execute funding; performing analysis and reconciliation of financial data; and experience in compiling financial data, developing, analyzing and presenting various fiscal reports and projections, and making recommendations on fiscal matters. GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. One year of specialized experience refers to full-time work. To be creditable, this experience must have equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Qualifying specialized experience at the GS-11 level is defined as experience applying the concepts, principles, practices, laws, and regulations of budgeting and/or financing; knowledge of federal accounting and budget procedures to forecast, formulate, execute, and monitor the budgets; experience in analyzing and evaluating organizational budgets and funding status; experience in providing training and/or technical assistance on budget actions, policies, principles, and procedures; and experience in compiling financial data, developing, analyzing and presenting various fiscal reports and projections, and making recommendations on fiscal matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.
