About the Position: This announcement will be used to fill a Program Manager (Deputy Project Manager Acquisition), NH-0340-04, position with the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND). The selected applicant will be assigned to the Joint Project Manager for CBRN Special Operations Forces (JPM CBRN SOF). Position may be filled at APG, MD or Stafford, VA.

Duties

The major duties of the Program Manager (Deputy Project Manager) are: Serves as a Supervisory Deputy Project Manager for an assigned DOD acquisition system and/or related mission equipment. Responsible for all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment, and product improvements with a multi-million dollar annual budget. Reviews programming documents received from HQDA to determine effect on assigned programs. Based on analysis and evaluation of cost, schedule, and performance objectives, develops comprehensive time-phased and budgeted programs designed to meet mission requirements. Performs the full range of supervisory functions. Plans work to be accomplished, sets priorities, and assigns deadlines. Evaluates work of subordinates, gives advice/counsel, and provides instruction on both technical and administrative matters. Maintains continuous liaison with a wide range of internal and external stakeholders and monitors collaborative planning for the Project. Stakeholders include pertinent military users, Program Executive Office (PEO) staff, ASA (ALT), HQDA, DoD, and representatives from other federal agencies to render advice and counsel on assigned acquisition programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One-year probationary period may be required.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This is a Critical Acquisition position.
  • This position requires the selectee to sign a written tenure agreement to remain in the Federal service in this position for at least three (3) years.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Advanced level in the Acquisition Career Field "Program Management" within 48 months of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • This position requires pre-employment financial disclosure, and annually thereafter.
  • This position is subject to a pre-employment drug screening, and random testing thereafter.

The JPEO-CBRND exists to manage our nation's investments in Chemical, Biological, Radiological, and Nuclear (CBRN) defense equipment. Our headquarters is located at Aberdeen Proving Ground, MD, but we have offices across the United States. There are six unique directorates within JPEO-CBRND, which manage the acquisition of CBRN equipment as an enabler to achieving the National Security Strategy and supporting the U.S. Armed Forces: Sensors, Medical, Protection, Integration, Enabling Biotechnologies, and Special Operations Forces.
