You will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (EMPLOYEE BENEFITS) in the Department of Navy Civilian Benefits Center of OCHR NORFOLK OPERATIONS CENTER.
Duties
You will be responsible for ensuring the functions of the Branch are fully executed, accurately, with high quality, and in a timely fashion.
You will evaluate how effectively and efficiently the functions of the Branch are being performed, and make or recommend adjustments in work assignments, workload distribution, internal standard operating procedures and external operating procedures.
You will assign work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees and provides technical oversight.
You will develop performance plans, evaluates work performance of subordinates, and provides recommended ratings of record.
You will interview candidates for subordinate positions and recommends hiring, promotion, or reassignments.
You will take disciplinary measures with employees, such as warnings and reprimands.
You will approve/disapprove employees leave requests.
You will identify developmental and training needs of employees and provides and/or arranges for needed development and training.
You will promote Office of Civilian Human Resources (OCHR) goals and strategic plan, while ensuring high morale, equal employment opportunity and employee development.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing comprehensive civilian retirement and employee benefits services for current civilian employees, former employees, annuitants, survivors, and eligible family members regarding retirement, life insurance, health benefits, thrift savings plan, and injury compensation located worldwide.
Experience utilizing OPM, DoD, Comptroller General and the Federal Retirement Thrift Investment Board Laws, regulations, and policies to give advisory services on complex issues on retirement, FEHB, FEGLI, and TSP.
Experience with human resources systems such as Defense Civilian Personnel Data System (DCPDS) and Defense Civilian Payroll System (DCPS) or similar systems, to provide direction in processing updates to employee benefits information, solve benefits issues and code/ process personnel actions for retirement related transactions.
Experience utilizing sophisticated fact finding, analytical, and problem-solving methods and techniques to identify interrelated problems; identify program trends; draw conclusions; and recommend appropriate course of action.
Experience delivering retirement and benefits briefings and trainings.
