This position is located in the Department of Homeland Security (DHS), Science and Technology (S&T) Directorate. The primary purpose of this position is to provide overall records management strategy, develop policies, procedures, and guidance on the application of technology to records management, and coordinate the program within the Directorate. Non-BU: This is a non-bargaining unit position.

Duties

As a Records and Information Management Specialist, GS-0308-13, your typical work assignments may include the following: Establishes policies and procedures, designs, and develops a records management system to implement incorporation with Department records management regulations and archival functions that are stated in 0MB Circular A-130. Establishes and maintains an active Records Management Program for the economical and efficient management of its records. Establishes effective management controls over the creation, maintenance, and use of records in any medium, including electronic and micro form media, throughout their life cycle. Establishes and maintains a vital records program to ensure continuity of essential Department and S&T activities during and following a national emergency or local natural or technological disaster. Provides technical advice to senior leadership on Federal regulations governing the life cycle of records; properly stored, preserved, and made available for retrieval; and disposal of records only in accordance with the National Archives and Records Administration (NARA)-approved Records Control Schedules. Qualifications

Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Develops programs, policies, procedures, and design and develop record management systems; 2) Provides assessments and improvements of the effectiveness of processes and systems; 3) Develops overall records management strategy, to implement programs, budget and training; and 4) Provides advice and technical expertise to records management analysts, directorate leadership, and staff. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
