Duties
Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position.
This position is located in the Export-Import (EXIM) Bank of the United States, Office of Information Management Technology Management Division, Records Management Unit. This position works with the Records Officer, serving as the Records Information Management Specialist for the Export-Import (EXIM) Bank of the United States.
The position oversees the Electronic Records Management and Digital Government initiatives for the agency, implementing policy and developing required guidance for the agency's electronic record-keeping in accordance with mandates for all electronic and non-electronic records.
Duties include, but are not limited to:
Implement enterprise-wide electronic records management policies and programs to ensure consistent and appropriate treatment of records.
Create standard reporting mechanisms for consistent and reliable records that support information needs, FOIA, Litigation, decision-making, and knowledge management.
Ensure the development and implementation of fully compliant electronic records management policies and procedures and CUI policies and procedures.
Maintain procedures and guidance in collaboration with various program staff to ensure the Bank complies with the requirements of National Archive and NARA/OMB electronic records memos.
Serve as the senior technical and subject matter expert in electronic and paper records management issues, advising the Records Officer, SAO for records management, the Chair's office, Business offices, and the General Counsel 's Office on the compliance of Records Management procedures and Federal mandates, and interpreting law.
Analyze information technology systems, software applications, databases, and cloud products/services to identify gaps in compliance in electronic records system and plan/monitor/report corrective actions.
Manage and function as the COR for EXIM Bank contracts related to delivering services for the assigned portfolio including manage of interagency MOU and IAA. Create and/or provide technical and security input to statements of work, task orders, and other acquisition related documents necessary to effectively obtain and manage contractor support.
Report, document, and escalate contract performance issues or potential problems as soon as they occur or as soon as possible.

Qualifications
GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal Government or other equivalent pay systems.Specialized experience includes:
Experience creating, analyzing and implementing enterprise-wide records management policies to ensure consistent and appropriate treatment of records.
Experience in creating electronic and non-electronic records procedures and guidance in collaboration with various program staff and stakeholders to mitigate risks and ensure organization or agency compliance with the requirements National Archives records management mandates.
Experience developing and implementing procedures to monitor compliance with federal records regulations.
Experience in analyzing records information technology systems, software applications, databases, and cloud products/services to identify gaps in compliance electronic records system requirements.
Education cannot be substituted for experience at the GS-13 grade level.
