Duties
Serves as a project lead providing project oversight and coordination, policy planning, technical guidance, budget formulation, system acquisition, audit readiness oversight, business management and administrative coordination.
Responsible for developing, coordinating, operating, evaluating and executing project management for various aspects of the J62 portfolio, and the assigned programs.
Provides support in achieving DLA audit readiness goals and objectives to include direct support to audit readiness teams through the completion of specific tasks and deliverables.
Evaluates and plans projects through consideration of customer capability needs, official policy, operating views and program information analysis.
Responsible for the coordination, implementation and oversight of various IT project management approaches, emerging IT acquisition strategies and application of appropriate methodologies
(continued) in conjunction with the analysis of performance measures and quality management.
Responsible for capturing and interpreting metrics related to technical performance of deployed capabilities as assigned.
Applies knowledge of Database systems to include SAP HANA and IBM Db2 to administer data, control data access and security, ensure reliability, and recoverability.
Works with Data Management Team Lead to develop training goals and conduct training for team members.
Applies expertise in migrating data between applications using database tooling, such as SAP Data Services, to support export, transform, and load.
Evaluates complex data sets to validate data during the ETL process and troubleshoots data validation issues, integrity issues, and other problems within the SAP environment to support overall data team duties.
Develops, maintains, and enforces the WMS Data Strategy Management Policy to properly manage access to WMS data.
Provides senior level technical data management advice and skills to other team members within SAP data systems.
Produces and enforces documentation and SOP’s for accessing and exposing WMS data to DLA and external partner systems.
Experience in navigating file systems, manipulating files, loading data tables and exporting files within the operating system environment (Windows and RedHat Enterprise Server).
Works with Data Management Team Lead to provide direct input into any database architecture and physical changes to the SAP database structure.

Qualifications
To qualify for an IT Project Manager (SYSANALYSIS) your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Develops project roadmaps alongside agile development teams and product owners to include milestones, risks, dependencies.
- Analyzes requirements to make recommendations for suitable technologies and determining the applicability of evolving technologies.
- Utilizes information systems technologies, telecommunications, networking, and systems architecture as currently implemented and understood in both government and the private sector.
- Manages and/or participates in an agile development scrum team.
- Managing related system data between interoperating systems such as SAP modules and external entities using ETL tools such as SAP Data Services.
- Improving data quality and validation supporting migration of data from one system to another system.
- Understanding data linkages and connections in large and complex environments
- Experience securely connecting to, managing, querying, analyzing and updating data in various database systems, including IBM Db2 and SAP HANA.
- Advanced experience in managing data sets, files, directories, data transfers, file/data manipulation, permissions within the operating system environment.
